William Chumley, who joined OIT in 2011, is a veteran of technology team management with numerous customer relationship accomplishments in both public and private sectors. His 23 years prior to OIT service included work in small and large profit and not-for-profit organizations, and corporate and personal business environments. In his initial role at OIT as the Deputy IT Director supporting the Department of Revenue, he helped improve overall service delivery to the department while implementing project management and intake processes in collaboration with agency partners. He also served as the business portfolio director within the OIT Customer Office before becoming Chief Customer Officer (CCO) in 2014 and as interim Chief Information Security Officer in 2022, leading security directors and the OIS team through assessment and evolution of service catalog, operating model, role clarification and process engineering to increase efficiency of delivery and to reduce silos across the organization

Lori Powell, Organizational Change Manager, Colorado Governor's Office of Information Technology, with over 14 years of experience in Organizational Change and more than 25 years in IT across both the private and public sectors, Lori Powell is an accomplished leader in driving impactful transformations. As an Organizational Change Leader, Lori Powell excels in Business Process, IT Strategy, Team Building, Training Delivery, and the Software Development Life Cycle (SDLC). She is proficient at fostering stakeholder engagement, ensuring enterprise-wide message consistency, and executing strategic change management plans with precision. Currently serving as the Organizational Change Manager for the Colorado Governor's Office of Information Technology Lori Powell provides professional-level statewide leadership in developing and deploying the Organizational Change Management Program for Colorado's IT Transformation Program and Enterprise Program Management Office. In this role, she works both internally and externally to introduce and implement Organizational Change Management practices, strategies, and theories. Previously, as Global IT Change Manager at Molson Coors, she delivered and supported strategically aligned IT portfolios, leading key transformational projects including Service Desk implementation, Microsoft SharePoint, ServiceNow IT & HR, and SAP Enterprise Asset Management. With a Bachelor of Science in Management Information Systems and Management from the University of Maryland, College Park, Lori Powell is also certified in ITIL Foundation and is a Prosci Certified Change Practitioner.

Kim leads her teams to deliver organizational change management and workforce transformation solutions and is a founding member and now Executive Sponsor for Women Inspire NTT DATA, the company’s first employee resource group.

Kim earned a BBA in International Business and an MBA from the University of Georgia where she was a Foundation Fellow, and her MS in Organization Development and graduate certificate in Executive Coaching from Queens University of Charlotte. 

Kim holds the Prosci Change Practitioner, the Actualized Leader Profile certification, the WorkPlace Big Five Profile certification, and the CCMP from the Association for Change Management Professionals
