SIPA is a government created to serve other Colorado governments. We simplify and streamline the technology procurement and contracting process, allowing Colorado governments to acquire and implement digital solutions that serve residents more effectively and efficiently.
Who Can Work with SIPA?
Any Colorado state or local government, special district, public K-12 school, or public university can work with SIPA to procure technology services and solutions.
Master Contracts with Suppliers
SIPA negotiates master contracts with suppliers, which include:
- Pre-negotiated terms and conditions
- Competitive pricing
- Rigorous security standards
- Insurance requirements
Execute Eligible Government Entity (EGE) Agreement
- Enter into an intergovernmental agreement with SIPA, allowing you to purchase from our portfolio of suppliers. This agreement enables Colorado governments to streamline purchases through our pre-negotiated contracts.

Simplified Procurement Process
SIPA’s statute satisfies procurement rules, eliminating the need for additional solicitations. We work with you and the supplier to create a quote or Statement of Work (SOW), and purchase order processing and invoicing are managed between SIPA and your entity.
